In the CHANGE model, who helps with evaluation and creating community change?

Stakeholders

Engaging those who are affected by and have a stake in the community drives both evaluation and the push for change in the CHANGE model. Stakeholders—community members, local organizations, funders, and other interested groups—bring real insight into what success looks like, what data really matters, and how findings should be interpreted. Their involvement helps shape evaluation questions, collect and analyze information, and decide on actionable steps, ensuring the results lead to tangible improvements that fit the community’s needs and resources. While a project manager helps coordinate activities and government officials or external auditors play important roles in governance and accountability, it’s the stakeholders who most directly guide and sustain the change process through their influence, knowledge, and ownership.
